Permit records in Riverside County, CA

29 permitting authorities are cataloged in Riverside County. PermitProof searches 12 of them automatically against the official source; each of those has its own page, linked below. 1 runs an automated search that has not yet passed a live acceptance test. The other 16 are listed here with what the catalog records for each: the reason no automated search runs, what was found when the source was researched, the official source where one is recorded, and the records-request route where one has been verified.

Unincorporated areas of the county are permitted by Riverside County, not by the city whose name a mailing address carries. Incorporated cities each file with their own authority.

Where a search cannot establish something, the report says so in that row - it never fills a field in, and it never reports “no permits found” without certified evidence.

Beaumont

Login wall

This jurisdiction's permit portal requires an account and sign-in before any records can be searched, so PermitProof cannot search it for you.

The catalog records the source as a Tyler EnerGov Citizen Self Service portal, linked from the city's informational apply-for-permit page. When checked on 2026-07-26, no content of any kind, search included, was visible before registration and login; the city's page also offers an email channel for submitting permit applications. The link was last confirmed reachable on 2026-08-28.

This jurisdiction does not publish permit records online. They have to be requested from the city or county directly, usually by phone or email.

When the source was researched, no dedicated online permit search was identified for this city. The catalog records only general Building Department contact information as available, and the department page it points to is linked below.

Calimesa

Login wall

This jurisdiction's permit portal requires an account and sign-in before any records can be searched, so PermitProof cannot search it for you.

The catalog records the source as an OpenGov portal at calimesaca.portal.opengov.com, launched around March 2025. When tested live on 2026-07-26, its home page was an application-submission flow organized by permit type rather than an address or record search, its Your Records link redirected to an OpenGov (ViewPointCloud) login page, and no anonymous address search was found anywhere in the portal.

Canyon Lake

Automation blocked

This jurisdiction's permit portal is public, but automated searches have not worked against it, so PermitProof cannot run one for you.

The catalog records the operative limit as PermitProof's own connector, not the portal: the portal is public, and the automated search's current adapter has not worked against this specific deployment.

The catalog records the official source as the city's iWorq Citizen Portal, which the city's own description says offers a public Search For a Permit feature by permit number, address, or business. At the live check on 2026-07-25, PermitProof's automated search had no search-form profile built for this particular iWorq deployment, which is what stopped the attempt; the link was last confirmed reachable on 2026-08-28.

Coachella

Records request

This jurisdiction does not publish permit records online. They have to be requested from the city or county directly, usually by phone or email.

When the source was researched, the catalog recorded that Riverside County's PLUS Online portal at rivcoplus.org covers unincorporated county areas only and does not include permits issued by the City of Coachella, which runs its own building department. The city's Building Division was recorded as accepting applications by email, with no online permit search found.

Records requests go through the records-request page the jurisdiction publishes.

Records requests by email: cityclerk@coachella.org — as published on the jurisdiction’s own page.

Records or permit counter: 760.398.3502.

Desert Hot Springs

No certifiable search

This jurisdiction's permit portal is online, but no certifiable permit search could be established against what it returns.

The catalog records the portal as an OpenGov deployment that is public with no login required. When re-checked on 2026-07-26, the search offered a single mode with no record-type filter, and every query tested, including the keyword Building, returned the same ten business-license application records, so building permit records did not appear to be indexed in the public search at all. The catalog ties this to the same July 2025 OpenGov migration observed in Camarillo and Port Hueneme.

Official source

Eastvale

Records request

This jurisdiction does not publish permit records online. They have to be requested from the city or county directly, usually by phone or email.

When the source was researched, the catalog recorded an Accela Citizen Access portal for the city with two public modules that need no login, but neither covers general building permits: the Permits module offers only solar permit types, and the Public Works module only encroachment, grading and right-of-way permits. A live check with a test address found no records in either, and no broader Building module was found on the portal.

Records requests go through the records-request page the jurisdiction publishes.

Hemet

Login wall

This jurisdiction's permit portal requires an account and sign-in before any records can be searched, so PermitProof cannot search it for you.

The catalog records the portal as an eTRAKiT deployment. When the source was researched, its permit-search page redirected straight to login, unlike the eTRAKiT portals of some other cities in the catalog that expose search without an account; the link was last confirmed reachable on 2026-08-28.

Menifee

Login wall

This jurisdiction's permit portal requires an account and sign-in before any records can be searched, so PermitProof cannot search it for you.

The catalog records the portal as an Accela Citizen Access deployment. When the source was researched, the Permits module required login and no publicly searchable module was found.

Official source

Murrieta

Automation blocked

This jurisdiction's permit portal is public, but automated searches have not worked against it, so PermitProof cannot run one for you.

The catalog records the operative limit as PermitProof's own connector, not the portal: the portal is public, and the automated search's current adapter has not worked against this specific deployment.

The catalog records the portal as a public Tyler EnerGov deployment with no login required, and notes that in manual browser testing the address search itself returned real permit records. The limit recorded is that the search page loads only from an in-app click on the home page's Search Public Records tile; navigating to it directly left PermitProof's automated search on the home dashboard, and scripted clicks on the tile did not reach the search page either. A person can use the portal directly.

Norco

Records request

This jurisdiction does not publish permit records online. They have to be requested from the city or county directly, usually by phone or email.

When the source was researched, the city's Building and Safety page was recorded as describing the ability to view, search and request public records, including permit copies, but no working online search was found behind that description. The department page is linked below.

Records requests by email: building@ci.norco.ca.us — as published on the jurisdiction’s own page.

Records or permit counter: (951) 270-5616.

Palm Desert

Automation blocked

This jurisdiction's permit portal is public, but automated searches have not worked against it, so PermitProof cannot run one for you.

The catalog records the portal itself as unreachable, erroring, or behind a stale link at the last check, so there was nothing an automated search could run against.

The catalog records that the eTRAKiT address found during research had gone stale by the live check on 2026-07-25: it redirected to a broken, not-found page on a new Salesforce Experience Cloud (Clariti) platform, indicating the city had migrated permit portals since that link was indexed. The address of the current portal had not been established when the source was last researched.

Perris

Login wall

This jurisdiction's permit portal requires an account and sign-in before any records can be searched, so PermitProof cannot search it for you.

The catalog records the portal as an Accela Citizen Access deployment. When the source was researched, its Search Permits function required login and no publicly searchable module was found.

Rancho Mirage

Automation blocked

This jurisdiction's permit portal is public, but automated searches have not worked against it, so PermitProof cannot run one for you.

The catalog records the operative limit as PermitProof's own connector, not the portal: the portal is public, and the automated search's current adapter has not worked against this specific deployment.

The catalog records the portal as a public Tyler EnerGov deployment at ranchomirageca-energovweb.tylerhost.net with no login required, and notes that in manual browser testing the address search returned real permit records. When PermitProof's automated search navigated to the search page, the portal landed on its home dashboard instead, the same behavior recorded on Murrieta's portal, and this home page offers no search link or tile through which to reach the search page.

San Jacinto

Automation blocked

This jurisdiction's permit portal is public, but automated searches have not worked against it, so PermitProof cannot run one for you.

The catalog records the operative limit as PermitProof's own connector, not the portal: the portal is public, and the automated search's current adapter has not worked against this specific deployment.

The catalog records the official source as the city's Tyler EnerGov portal, branded San Jacinto Connect, at sanjacintoca-energovpub.tylerhost.net, confirmed through the city's own site. At the live check on 2026-07-25, the portal's search page did not load a usable search control when navigated to directly, across two attempts, the same behavior the catalog has recorded on other EnerGov portals; the catalog notes this is not a login wall.

Wildomar

Records request

This jurisdiction does not publish permit records online. They have to be requested from the city or county directly, usually by phone or email.

When the source was researched, the catalog recorded the city's own description that its Building Permit Team accepts applications by email only. No online searchable permit portal was found, only downloadable forms.

Records requests go through the records-request page the jurisdiction publishes.

Address published by the jurisdiction: jmorales@wildomar.gov — as published on the jurisdiction’s own page.

Wildomar incorporated on July 1, 2008. Its own records page says building permits issued before that date are held by the County of Riverside, not the city.

Phone published by the jurisdiction: 951-677-7751 ext. 210.
